It looks like that person did a black and white gradient map and put it above all the layers and then for each frame, they erased part of the gradient map. Does that make sense or should I make a full blown tutorial?

But just for clarification, once you downloaded topaz and stuff, you moved it to the plugin folder in photoshop?

HOW TO INSTALL AN ACTION In photoshop, go to the actions window. If the actions window isn’t open go to Window » Actions. In the actions window, press this button                  and choose Load Actions. Find where you saved your action and pres open. To use the action choose the gray group with the name of the action you want to use and then click one of the option thingies with a blue arrow next to it and press play.
